This priority focuses on enhancing an environment where civic society can grow and thrive freely. Efforts will be made to build capacity and raise awareness of the importance of civic and political participation while promoting transparent and inclusive democratic practices to create an active and strong civic society that contributes effectively to strengthening democracy and maintaining the fundamental freedoms.

This priority seeks to support and empower civil society organizations to play a leading role in the process of social transformation.
