Since its establishment in 2005, the Arab Network for civic education – Anhar has been able to strengthen its presence as a source of diverse expertise in the field of human rights and Citizenship Education, in different and multidimensional local, national and regional contexts, and its publications at the cognitive and practical level constitute an added value for civil society institutions concerned with human rights education, citizenship, social justice and development issues.
Through the implementation of many local and regional programs, it has been able to develop innovative approaches that deserve to be institutionalized and disseminated more widely in the future to promote education on human rights and democratic citizenship in Arab countries.
During its previous strategic plan, Anhar managed to reach the most vulnerable groups such as refugees, women, people with disabilities and youth by working with its members and partners from civil society organizations and strengthening their capacities to carry out this work.
Anhar has prepared its new strategic plan for the period between 2024-2028, to keep abreast of the most important developments and changes in geopolitical, social, economic, International and regional, in addition to continuing its construction and institutional development of the network by valuing the network's achievements during the previous stage and rethinking the tasks and roles assigned to it, taking into account the need to include the requirements of gender equality, community integration, the rights of people with disabilities, as well as the rights of migrants, displaced and refugees.

This will be done through the development of curricula, approaches, tools and joint programs responsive to the context, supporting and strengthening the capabilities of civil society institutions to possess the necessary competencies to work to ensure climate justice, social justice and community cohesion, which is an empowering goal through work and practice
.The second strategic goal:
This will be done through supporting the continuous learning of civil society institutions to become more effective and able to withstand and adapt in the face of many variables/crises and emergencies, relying on rivers as a regional learning partner and a source of expertise, knowledge, exchange of experiences, learning, and dialogue between civil society institutions
The third strategic objective:
Advocacy track: an influential network in public policies and strategies by the human rights approach and active citizenship this will be done through the development of an advocacy strategy and influencing public policies or strategies to become more responsive to the human rights approach
Fourth strategic objective :
The path of continuous development of the internal structure of the network: a regional network with efficient management and active membership, based on the continuous development of its internal structure, and enjoys transparency, credibility, and sustainability.
